Reach Stacker Licence Quick Overview:

Standard Reach Stacker Licence Course:

A standard course includes 3 days of training and assessment for a minimum of 3 participants.

Locations more than 50 km from the Nambour campus will incur travel and accommodation costs. We need a minimum number of people for industry on-site training further than 50 km, as mentioned in the Quick Overview.  There will be a travel fee of 95 cents/km plus an accommodation fee, if needed, of up to $300/night, which includes the Trainer’s meals. Courses organised on a weekend may require a minimum of four students, plus the above travel and accommodation. LT Training reserves the right to negotiate these fees prior to scheduling a course. The client must agree on the price before the course is scheduled for on-site delivery.

Overview of Reach Stacker Licence:

The reach stacker licence specifies the skills and knowledge required to operate a reach stacker with a Maximum Rated Capacity (MRC) exceeding 3 tonnes safely, in accordance with all relevant legislative responsibilities. Competence in this unit, does not in itself result in a HRWL licence to operate this equipment.

Reach stacker means a powered reach stacker that incorporates an attachment for lifting and lowering a shipping container.

This unit applies to the activities of a person operating a reach stacker greater than 3 tonnes capacity that incorporates an attachment for lifting, moving and travelling with a shipping container (not including a shore based container handling gantry crane).

A person performing this work is required to hold a reach stacker High-Risk Work Licence (HRWL)

This unit requires a person operating reach stacker with an MRC exceeding 3 tonnes to:

  • Plan the work/task
  • Prepare for the work/task
  • Preform work/task
  • Pack up

Reach Stacker Licence Requirements:

Personal Requirements:

A prospective student must meet the following LT Training entry requirements:

  • Must be 18 years of age, or over and have photographic identification (ID) to verify their identity and age;
  • Be able to read and write in English with no interpreters
  • Prior to enrolment, complete a Language, Literacy and Numeracy (LLN) Skills Indicator Questionnaire prior to commencing training and assessment and
  • Complete a digital literacy proficiency review quiz, have access to a computer and the internet
  • Must be able to provide Personal Protective Equipment (PPE) – high visibility vest; hard hat and safety boots (at a minimum)
  • Must have access to a workplace that has the following resources within the workplace:
    o Reach stacker with a MRC greater than 3 tonnes in a safe and serviceable working order to lift and move containers
    o Reach stacker with a MRC greater than 3 tonnes manufacturing specifications manual
    o Reach stacker load chart
    o Containers
    o Two-way radios
    o Whistles
  • Be aware and able to meet the Queensland Government’s WorkSafe application requirements for HRW Licence https://onlineservices.oir.qld.gov.au/rxp/newQldLicence/purposeOfService and that a licensing fee applies that will need to be paid for by the applicant https://www.worksafe.qld.gov.au/licensing-and-registrations/table-of-fees (LT Training does not pay for licensing fees)

Reach Stacker Licensing Requirements:

Legislative and regulatory requirements are applicable to this unit of competency.

This unit is based on the licensing requirements of Part 4.5 of the Model Work Health and Safety (WHS) Regulations and meets Commonwealth, State and Territory HRWL requirements.

The National Assessment Instrument (NAI) is the mandated assessment for the HRWL to operate the relevant licensing class as detailed in this unit.
Specifically https://www.worksafe.qld.gov.au states:
To operate a reach stacker, you need to have an RS high-risk work licence (HRW).

The course covers powered reach stackers (with a capacity of three tonnes or more) that have an attachment for lifting, lowering, moving and travelling with a shipping container.

From 1 January 2017, the RS HRW licence class must be held to operate a reach stacker.

HRW Licences in Queensland MUST be lodged within 60 days of an applicant successfully completing the practical TLILIC0011 Licence to operate a reach stacker (greater than 3 tonnes capacity) training and assessment.

HRW licences are lodged online here https://www.worksafe.qld.gov.au once TLILIC0011 Licence to operate a reach stacker (greater than 3 tonnes capacity) training and assessment has been successfully completed.

Note: this licence cannot be used to operate a portainer crane.

RPL and Credit Transfers:

TLILIC0011 Licence to operate a reach stacker (greater than 3 tonnes capacity). The unit is NOT offered as RPL due to high-risk work activities and changing legislation.

LT Training does not accept credits for students who provide TLILIC0011 Licence to operate a reach stacker (greater than 3 tonnes capacity) AQF certificate documentation that is more than 5 years old.

Outcomes:

On successful completion of the course, participants will be issued a ‘Statement of Attainment’ in TLILIC0011 Licence to operate a reach stacker (greater than 3 tonnes capacity) via email, AND will be issued with a Candidate Assessment form issued by a Queensland Accredited Assessor. If participants would also like a physical statement of attainment, they need to let LT Training know at least two business days before the course. Otherwise, the physical statement of attainment can be mailed for a postage fee.
